| Biography* | James Skaggs had a land grant from the Commonwealth of Virginia for 3000 acres more or less in Fayette Co. (now West Virginia), in and around Anstead, Victor, and Sugar Creek. He was appointed Magistrate by the Commonwealth of Virginia andheld court and collected taxes in this area. Land was valued at 58c per acre.
